you've got two franchises on the way out of there respective homes (SEATTLE and NEW ORLEANS)... so you have a shot at getting a team believe it or not.
As for the other question... no... never... the only time kobe will go to chicago is when the lakers are playing the bulls.

Reply:They had a team once and wouldn't support it. They moved to Atlanta. I know the Hornets moved to New Orleans, and I don't really understand that either. As for Kobe to the Bulls , no chance. Chicago is now an NBA hellhole. I don't know why anybody would want to play there. BTW, I'm a Bulls fan.
